The Compact of Free Association
Amendments Act of 2003 introduced the requirement for an
enumeration of qualified nonimmigrants to be conducted no less
frequently than every five years in jurisdictions affected by the
Compacts of Free Association between the U.S. and the Republic of
the Marshall Islands, the U.S. and the Federated States of
Micronesia, and the U.S. and the Republic of Palau (more
specifically, the affected jurisdictions are defined as American
Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and
the state of Hawaii). In accordance with the Compact of Free
Association Amendments Act of 2003, the U.S. Department of the
Interior has asked the Census Bureau to produce estimates of
qualified nonimmigrants for 2008.
