MALTING BARLEY DAS EDIT REQUIREMENTS
Malting Barley is NOT eligible for the 60% (YA option code) yield adjustment
Malting Barley T11 records must have an option code of “MA” or “MB” in the Common Option Codes (field 49)
for all plan codes except 42 (IP). For 42 (IP), “MA” or “MB” must be in the Rate Class Option Codes (field 50).
“MA” option code
DISCONTINUE reporting duplicated Feed Barley databases for Malting Barley with an Option Code of “MA”.
ALL Type 15 Barley (0091) records submitted with an Option Code of “MA” must contain actual Malting Barley
production data for option “A” only. If the insured must use his Feed Barley approved yield for his Malting
Barley, option A approved yield, then the “T15 Record Number”, field 19, on the T11 record MUST reference the
CORRECT T15 Feed Barley record.
The yield on the Malting Barley T-11 record must be equal to the Approved yield on the corresponding
T-15 record (“T-15 Record Number”, field 19 on T-11 record).
Malt Barley must have at least one Feed Barley T-11 and one Feed Barley T-15 record.
The ‘MA’ option code goes in the Common Option Code field; except for IP (plan 42), it is a Rate Class Option
The ‘MA’ option requires a T-11 record with a corresponding T-15 record
The “MA” option must have at least 4 years of actual yields to qualify for the option.
There are no yield limitations on the T-15 record with the “MA” option
(no cups, floors or substitutions)
The yield limitation flag must be a ‘4’ with the “MA” option
The approved yield on the Malt Barley T-15 must be equal to or less than the Approved yield on the Feed Barley T-15.
The yield on the Malt Barley T-11 record must be equal to or less than the Approved yield on the corresponding Malt Barley
T-15 record.
Malt Barley T-15 records will have a lag year (database will have at least 2007, 2006, 2005 and 2004 and prior).
Do NOT duplicate Feed Barley T-15 records for Malt Barley if the Malt Barley approved yield is greater that the Feed
Barley approved yield. On the T-11 Malt Barley record, refer back to the applicable feed barley record.

“MB” option code
The “MB” option has a T-11 record but does not have a corresponding T-15 record with the “MB” option.
The Malt Barley T-11 record must contain the T-15 record number of a corresponding Feed Barley T-15 record.
The yield on the ‘MB’ Malt Barley T-11 record must be equal to or less than the Approved yield on the corresponding Feed
Barley T-15.
Summer Fallow/Continuous Cropping Rule
DISCONTINUE reporting duplicated Continuous Cropping (004) databases with a Summer Fallow (005)
practice (SF/CC Rule). ALL Type 15 records submitted with a SF (005) practice must contain actual
Summer Fallow data only. If the insured qualifies to use his CC (004) approved yield for his SF (005)
practice, then the “T15 Record Number”, field 19, on the T11 record MUST reference the CORRECT T15
CC (004) record. T-yields, yield limitations and substitutions will apply appropriately by practice.
If the Practice (field 12) on the Type 11 record is 005 (Summer Fallow), then do NOT match Unit Number, Type
or Practice on the Type 15 record (Type 15 Record Number-field 19).

DAS ‘ZERO Acreage Reporting Requirements’

You must submit a T-10, T-11, T-14 and T-17. Number of Florida Fruit Trees uninsurable for ACC
coverage.
Submit required data for fields 2 thru 10, 15, 18, 33 (number of trees) and 70 on the T-11 record.
The T-11 record will match to the T-14 on fields 2 thru 9.
Data is required for the following fields; field 20 (Agent SSN), field 77 (Insured’s Signature Date), field 80 (Agent
Signature Date), field 87(Land Location ID Type), field 88 (Land Location), and fields 90 thru 95 (Common
Information data)
There can be multiple ‘A’ records for the Crop/County by Block or Unit.
An ‘A’ record can have 'insurable tree' records with it for the Crop/County.

You must submit a T-10, T-11 and T-14. Total Insurable Acres of Pasture, Rangeland and Forage (PRF) for the
crop in the county in which the insured has a share, by plan code, crop code, type code and, at least one, Grid ID
number.
Submit data for fields 2 thru 11 and fields 16, 18, 37 (reported acres) & 70 on the T-11. Unit number must be zeros.
The T-11 will match to the T-14 on fields 2 thru 9 and 11.

You must submit a T-10, T-11, T-14, T-15 and T-17.
Submit data for fields 2 thru 9 and fields 18, 37 (reported acres) & 70 on the T-11 (type & practice are required for
CA & AZ Grapes and they must match the T-14)

Written Agreement Processing Notes
1. For Revenue Assurance (RA) only written agreement for “rate” is allowed.
Crop/type/practice must be offered in the state and county of insurance. Current flags
of ‘H, R & 3’ are used with exceptions. Valid combinations are: flag = 3 and types =
33, HR, NB, SM & UC; flag = R and types = HR, NB, SM & UC; flag = H and type = HR. The
rate is used for the APH part of the RA calculation and the Regional Office should NOT
issue a written agreement for actual RA rate. Not applicable for Record 21. A Written
Agreement flag of “W” may be used in processing the Record 15.
2.
Company issued written agreement numbers must begin with the two character
Insurance Provider code, followed by an additional unique six digit number (ie. Same
number cannot be used for multiple policies). These company issued written agreements
are only applicable with written agreement processing flags equal to “R” or “W”, and
written agreement types equal to “UA”, “NB”, “SM” and “TC”. No extension for fund
designation, late sales reduction will be provided on company issued written
agreements. All dates be validated to the appropriate ADM for the rate state/county.
3. DAS WILL VALIDATE TO THE RMA REGIONAL OFFICE WRITTEN AGREEMENT DATABASE/ISAM For
the following fields:
Insurance Provider, Location State, Location County, Crop,
Written Agreement Number, Written Agreement Type, and Written Agreement Date.
4. Written Agreement Date. The company transmitted written agreement date should
reflect the RMA print date for written agreements with no insured signature required.
For written agreements requiring the insured’s signature (ie. Acceptance of the written
agreement), companies should transmit the date of the insured’s signature. DAS will
validate the company transmitted written agreement date to the RMA Regional office
database.
The RMA Regional Office database will contain a flag identifying those
written agreements requiring an insured’s signature. (signature flag equal “Y”) If a
signature is required, DAS will edit to ensure that the company transmitted written
agreement date is less than or equal to the RMA Regional Office written agreement
expiration date. If the RMA Regional Office database contains a flag stating that NO
insured signature is required (signature flag equal “N”), DAS will edit the company
transmitted written agreement date to the RMA Regional office database print date, if
the dates do not match, the company transmitted record & related records will be
rejected.
5. RMA Regional Office Issued Written Agreement Numbers: The first 3 digits of the
written agreement number represent the applicable RMA regional office that issued the
written agreement. DAS will ensure that the code transmitted by the company begins
with 001 through 010.

HIGH RISK LAND VALIDATION EDIT
METHODOLOGY
The High Risk Land Validation Edit file, (HRLAND08.ZIP), has been created to validate the Map
Area’s on the Digital FCI-33 Actuarial Maps by reported legal descriptions. The Edit uses State &
County FIPS, Crop/Type/Practice codes, Insurance Plan codes, Land Id’s and a Status Code. The Edit
was created by taking all the Shapefiles that have been filed for the 2008 crop year that are in areas with
Public Land Survey Sections (PLSS) and Merging those files together. The merged shapefile now has a
100-foot buffer applied to each polygon to extend the outside of the polygon by 100 feet. A buffer is
used because if the RMA Shapefile does not follow the PLSS lines exactly, then the section will not be
considered ‘Completely’ within the polygon from the RMA Shapefile. The GIS program then uses
information from the Map Rules Page database (Sup33) to determine what Crop/Type/Practices apply to
each map. The FCI-33 Supplement database is also used to determine which legal descriptions are on
the FCI-33 supplement for this map. The program uses all of this information then goes through each
polygon on the Merged RMA Shapefile and determines if the sections are ‘Completely’ or ‘Partially’ in
the Map Area.
Standard Rate areas (For counties with Maps) have been added to the output of the High Risk Land
Validation Edit File as a “blank or Null value” in the Map Area field. Also, we are working on
including a T-yield file to validate the Map Area for counties that T-Yield Maps.
Please review the County Digital Map Status file, (2008_cy_status excel file), to determine if a county
has 100% of the maps completed for this edit. In those counties where 100% of the maps have been
digitized, if a legal description for a Crop/type/Practice does not show up in the edit, then the Standard
Rate applies. In those counties that are not 100% digitized, a manual determination will need to be
made to determine if either Standard Rate applies or a hard copy FCI-33 Actuarial Map is applicable for
the Crop/Type/Practice.
Also being provided for 2008 is the Map Rules file, 2008_MapRules.txt. This contains information on
what Crops, types, Practices apply to each of the 2008 Crop Year Shapefiles
Based on the land id reported by the producer, the Map area Id field, on the acreage report can be
validated in the following manner;
1) If the Status Code is a ‘C’ (land_id is completely in a map area) the Map Area (field 23) on
the T11 acreage report must match the Map Area on the Edit file. In this condition DAS will
flag the record with a warning message.
2) If the Status Code is a ‘P’ (land_id is partially in a map area) and the Map Area (field 23) on
the T11 is spaces, the location of the acreage will need to be manually reviewed, and, a
warning message will be issued by DAS for this condition.

FALSE POSITIVES
Due to RMA’s Digitizing standards (digitizing Maps to CLU), in any circumstance when the CLU is
more then 100 feet off the PLSS section line, this will create a False Positive ‘P’ for the section, when in
reality this section should be 100% Completely in a standard rate map area. There SHOULD not be any
false positives flagged with a ‘C’ status code. See image below:
In addition, any errors with the PLSS layer RMA uses could replicate some false positives. Again, we
would only expect to see False Positives ‘P’ partially in the section, none coded as ‘C’ Completely in
the section. The PLSS layer used for this edit is the PLSS layer available on the AIP Server.
