Information collected under FERC-521
is used by FERC to implement statutory provisions of section 10(f)
of the Federal Power Act (FPA). The FPA authorizes FERC to
determine headwater benefits received downstream by hydropower
project owners. Headwater benefits are the additional energy
production possible at a down stream hydropower project resulting
from the regulation of river flows by an upstream storage
reservoir. When FERC completes a study of a river basin, it
determines headwater benefit charges that will be apportioned among
the various downstream beneficiaries. A headwaters charge is a
filing requirement for determining the benefits received by
downstream parties for improvements to headwaters, or the operation
of storage reservoirs.
