A. Justification.
When an alien (other than one who is required to depart under safeguards) is granted the privilege of voluntary departure without the issuance of an Order to Show Cause, a control card is prepared. If, after a certain period of time, a verification of departure is not received, actions are taken to locate the alien or ascertain his or her whereabouts. Form G-146 is used to inquire of persons in the United States or abroad regarding the whereabouts of the alien.
2. During the course of investigation and from nonimmigrant documents on file, the names and addresses of relatives or friends who may know the whereabouts of the alien are obtained. Form G-146 is used to request from these persons any available information regarding the location of the alien. It is essential that the nonimmigrant control show departure of aliens. The respondents answering the questionnaire have no legal obligation to complete this form, nor can or will legal recourse be taken against them if they purposely provide misleading information.
3. The use of this form currently provides the most efficient means for collecting and processing the required data. In this case the Department of Homeland Security (DHS) does not employ the use of information technology in collecting and processing information. Currently, DHS does not have the automated capability in place to accept electronic submission of this application.
4. A review of the DHS Forms Inventory Report revealed no duplication of effort, and there is no other similar information currently available that can be used for this purpose.
5. This collection of information does not have an impact on small businesses or other small entities.
If this information is not collected DHS would be impeded from its ability to verify voluntary departure of aliens, and it would be more difficult to locate the alien who did not timely depart from the United States.
7. The special circumstances contained in item 7 of the supporting statement are not applicable to this information collection.
8. On March 30, 2007, DHS, Immigration and Customs Enforcement (ICE) published a notice in the Federal Register at 72 FR 15143, soliciting public review and comment on the proposed extension of this information collection. No public comments were received by DHS. Therefore, DHS ICE is requesting a three-year approval on this information collection.
DHS does not provide payment or gifts to respondents in exchange for a benefit sought.
10. There is no assurance of confidentiality.
11. There are no questions of a sensitive nature.

Total annual reporting burden is 3,320. This figure was derived by multiplying the number of respondents (20,000) x frequency of response (1) x 10 minutes (.166 hours) per response. The projected hours per response for this collection of information were based on previous INS experience.

The estimated annual public cost is $33,200. This estimation is based on the number of respondents (20,000) x 10 minutes (.166) hours per response x $10 (average hourly rate).
13. There are no capital or start-up costs associated with this information collection. Any cost burdens to respondents as a result of this collection are identified in item 14. (There is no fee charge of associated with the filing of this information collection.)

Government Cost
The estimated cost of the program to the Government is $403,600. This figure is calculated by using the estimated number of respondents (20,000) multiplied (x) by 30 minutes (time required to collect and process information) x $40 (suggested average hourly rate for clerical, officer, and managerial time with benefits). In addition, this figure includes the estimated overhead cost $3,600 for printing, stocking, distributing and processing of this form.
15. There has been no increase or decrease in the estimated number of annual burden hours for this information collection.
16. DHS does not intend to employ the use of statistics or the publication thereof for this collection of information.
17. DHS is not seeking approval to not display the expiration date for OMB approval of this information collection.
DHS does not request an exception to the certification of this information collection. See attached Item 19 of Form OMB 83-I.
