The study of the Indian Housing Block
Grant program will provide the answer to a number of important
questions about the homeownership programs. Information will
provide a detailed assessment of the effectiveness of the IHBG and
its relevance to the housing needs of American Indians and Alaska
natives and whether desired results are achieved through the
programs activities..
The major purposes of this
study are to analyze problems and identify alternatives associated
with the current HUD method in calculating rental assistance for
program participants. Historically, HUD has relied upon rigid
percentages of reported income to determine eligibility and rent.
This methodology has led some to begin considering alternative rent
structures that would promote work, provide assistance to more
individuals, and reduce administrative workloads. Aspects of this
study will examine how alternative rent structures may affect:
