Respondents are owners/operators of
plants which process more than 200 tons of coal per day. All
respondents are required to submit initial notifications,
performance tests, monitoring, and periodic reports.
Owners/Operators are also required to maintain records of the
occurrence and duration of any startup, shutdown, or malfunction in
the operation of an affected facility, or any period during which
the monitoring system is inoperative. Owners/Operators that use
continuous emission monitors must submit semi-annual excess
emission reports.
