The National Emissions Standards for
Hazardous Air Pollutants for Paint Stripping and Miscellaneous
Surface Coating Operations at Area Sources (40 CFR part 63, subpart
HHHHHH) have been finalized. These standards are part of EPAs
Integrated Urban Strategy to reduce cancer risk from area sources
under section 112(k)(3)(C) of the CAA. Affected sources will have
to comply with recordkeeping and reporting requirements of the new
rule. This ICR includes the burden for activities that will be
conducted in the first 3 years following promulgation of the
National Emissions Standards for Hazardous Air Pollutants for Paint
Stripping and Miscellaneous Surface Coating Operations at Area
Sources. The owners or operators of facilities with these
operations would read instructions to determine how they will be
affected by the rule. New and existing sources will also have to
submit an initial notification. New sources will also be required
to submit a notification of compliance status and an annual
compliance report and maintain records. All surface coating sources
will have to keep records demonstrating that spray painters have
completed training. Existing paint stripping sources using more
than 150 gallons per year of methylene chloride stripping solvent
will need to complete a methylene chloride minimization plan and
submit a notification of compliance status. Because the compliance
date for existing sources is 3 years after the NESHAP is
promulgated, other recordkeeping and reporting activities for
existing sources do not begin until 3 years after promulgation.
Therefore, they are not included in the burden estimate for the
first 3 years.
