RE: The “Terms of Clearance” for the 2005 approval of form DS-4071, OMB No. 1405-0157.

Responding to this statement:

TERMS OF CLEARANCE:

In the next request for OMB approval, the burden should

reflect the research time exporters must devote to providing

information about foreign end-users and consignees.

The research time exporters must devote to providing this information is minimal, as this information is readily available on the license application. With the approved license in hand, all the exporter needs to do to report actual exports (which is the purpose of the DS-4071) is copy the information from the license application to the DS-4071. Nevertheless, in seeking OMB approval for this form this year, the estimated burden time has been increased from 15 minutes to 30 minutes, to more accurately reflect the time necessary to fill in all the fields.
