OMB is willing
to pre-approve the information collection request pertaining to the
National Youth in Transition Database (NYTD) pursuant to ACF
complying with the following terms of clearance as agreed upon by
both ACF and OMB in previous negotiations dating back to February
2008: 1) The approval period for the ICR is 18 months, which is to
coincide with the first 1½ years that the NYTD Rule is in effect.
During this time, ACF will be assisting States in implementing the
data collection system associated with the National Youth in
Transition Database Rule, as well as assessing where States may
need Technical Assistance and identifying where data quality lapses
may occur most frequently. 2) During this period, ACF will create,
publish, and distribute a Technical Assistance Guide that provides
States with detailed methodology for how to collect the required
data and on how to establish and maintain a database that adheres
to the standards necessary to ensure reliable data that can be used
for the required purposes of producing national estimates. This
guide is expected to be available to States by the end of FY 2008.
3) Within 12 months of approving this ICR, ACF will provide OMB
with a progress report on its current status in terms of fulfilling
the rollout requirements specified by statute.

The Foster Care Independence Act of
1999 (42 U.S.C. 1305 et seq.) as amended by Public Law 106-169,
requires State child welfare agencies to collect and report to HHS,
data on the characteristics of youth receiving independent living
services and information regarding their outcomes. The Final Rule
and this data collection contain standard data collection and
reporting requirements for States to meet the law's
requirements.
