This supplement can be answered by the same person who just finished answering the labor force questions. The reference person does not need to be the proxy respondent.
All people, including persons in the Armed Forces, are eligible for this supplement.
The Citizenship Check and Year of Entry sections are asked at the individual level, while the Residence One Year Ago section is asked first at the household reference person level, and the Residents and Emigrants Abroad and Transfers sections are asked at the household levels. Also, persons born in the 50 states + DC do not need the citizenship check or the year of entry questions. So, the general sequence per household should be:
Start with the CURRENT household roster.
A. If ALL persons on the roster have place of birth (NATVTY) in the 50 states + DC, START with Residence One Year Ago section (i.e. skip Citizenship and Year of Entry sections.)
B. If the household is in the 2nd or later interview AND anyone on the HH roster is not a US citizen (CITIZN=5), START with the Citizenship check section. Ask the NEWCIT question for ALL non-citizens on the roster, THEN continue with the Year of Entry section. (Topic-based)
For anyone on the roster born (NATVTY) outside the 50 states + DC, ask the Year of entry section in entirety before continuing with the next eligible person on the roster. Ask ALL year of entry questions in sequence for the next person, etc. When ALL eligible people on the household roster have been asked the Year of Entry questions or skipped out of one or both of these sections, THEN continue to the Residence One Year Ago section. D. For all households, ask Residence One Year Ago questions for reference person. If anyone in the household did not live with the reference person one year ago, then ask Residence One Year Ago questions for all such persons, THEN continue with the Residents and Emigrants Abroad section.
