Section 76.630 allows cable operators
to request waivers of the prohibition of signal encryption. Section
76.1621 states that cable systems that use scrambling, encryption
or similar techniques with special equipment shall offer to supply
subscribers with special equipment that will enable the
simultaneous reception of multiple signals. Section 76.1622 states
that cable system operators shall provide a consumer education
program on compatibility matters to subscribers in
writing.

The Commission had an
adjustment to the total annual burden hours. This adjustment is a
result of unaccounted burden hours in our previous submission to
OMB associated with Section 76.630(a). The Commission also had an
adjustment to the total annual cost burden which was due to
rounding adjustments in ROCIS. There are no program changes to this
