License Exception ICT will allow
parent companies and their approved wholly-owned or controlled in
fact entities to export, reexport or transfer many controlled items
to each other and to their foreign national employees for internal
company use only, without needing to obtain an individual validated
export license. In order to gain authorization from BIS to use this
license exception, parent companies must document to the bureau the
existence of an effective internal control program, known under the
associated rule as an ICT control plan.

This collection will allow
companies to submit informaion to qualify for license exception
intra-company transfers (ICT). It is estimated that license
exception ICT will eliminate the need for 605 export licenses and
reduce the burden hours by 706 (annually) for existing collection
