If the Governor of a State, due to special or unique circumstances, believes that management requirements for inventoried roadless areas within that state should be established or adjusted, a petition may be submitted to the Secretary of Agriculture requesting a State-specific rulemaking for those areas. Information required in the petition needs to identify: (1) the location and description of the inventoried roadless area lands included in the petition; (2) the particular management requirements sought for these lands and any exceptions (3) the identification of the circumstances and needs intended
