New final rule for NICS - This
proposal would require POC States to transmit determination
information to the NICS as soon as the FFL is notified so that the
NICS will have accurate records of all prohibited firearms
transfers and to have proceed notifications so the system will be
compliant with purge requirements.

When we first started
collecting the final determination information, not all the states
were not ready or did not have their systems in place to begin
submitting this information to us, so the numbers were lower
initially. As states began to increase participation the numbers
increased. We sent teams out to educate the states on how to make
these submissions which also increased the participation. Also as
the number of gun sales increase, the number of submissions
increase.
