Abstract: The COPS Office has awarded West Virginia University a grant through the Community Policing Development Program. The purpose of this project is to improve the practice of community policing throughout the United States by advancing a social science perspective that will help law enforcement officials see the latent neighborhood-level dynamics that either support or inhibit efforts aimed at reducing crime and making neighborhoods safer. Once police are able to see these dynamics, particular policing strategies that move neighborhoods toward a desirable “end state” become much clearer. In short, this action research project will provide police with the tools they need to tailor their policing strategies to the specific neighborhoods they serve. The primary way that law enforcement agencies are able to identify neighborhood characteristics is through the use of the Situational Policing Officer and Neighborhood Survey (SPONS). One section of the instrument is designed for citizens to assess their neighborhood characteristics and another section is designed for the officers that police identified neighborhoods.

Short Statement: The Community Policing Development program that is funded out of this act is designed to develop and enhance knowledge through applied research activities related to community policing. One award made though this program was to West Virginia University to engage in an applied research project that will significantly advance the knowledge pertaining to situational community policing. In partnership with West Virginia University the COPS Office proposes a new collection (Situational Policing Officer and Neighborhood Survey--SPONS) to support this applied research project.
