the Surface Mining Control and Reclamation Act of 1977 which places
an absolute prohibition on having a direct or indirect financial
interest in underground or surface coal mining operations.

There has been a reduction in
the number of State employees who submit financial disclosure
forms, from 1,826 to 1,758, a decrease of 68 respondents since OMB
last approved this collection. However, this is offset by an
increase in State review time by the ethics officers, from 15 to 20
minutes.
