This information collection consists
of a mandatory dealer reporting program for domestic landings and
international trade of highly migratory species. Catch and trade
monitoring is required under provisions of the Atlantic Tunas
Convention Act, Tunas Convention Act, and the Magnuson-Stevens
Fishery Conservation and Management Act. Information collected
through this program is essential for the United States to meet its
reporting obligations to the International Commission for the
Conservation of Atlantic Tunas and the Inter-American Tropical Tuna
Commission. A proposed rule would: 1) adjust NMFS regulations to
indicate that reports associated with the HMS ITP and Atlantic
Tunas Dealer Permit holder biweekly reporting must be received via
mail or fax by a date certain rather than postmarked by a date
certain, and would clarify when the use of fax was appropriate for
report submission; 2)clarify that HMS ITP holders who export a
domestically landed bluefin tuna would NOT be required to file a
biweekly report if all the relevant information was reported by
another permit holder, for example, the Atlantic tunas dealer
permit (ATDP) holder who landed the fish.

The number of respondents has
decreased because better estimates are available for International
Trade permits (ITPs) since program implementation in 2005. In
addition, the number of tuna permit holders decreased in 2005. The
number of shark or swordfish permit holders was used in the current
collection package rather than the additive number of shark and
swordfish permit holders to avoid double-counting. The number of
responses fell in this renewal package because of the direct
correlation between the number of respondents and number of
responses for certain reporting forms such as biweekly reports. In
addition, landings and trade may vary from one year to the next.
The reporting burden has fallen for these reasons and because of
the new fax-in validation service which is more time efficient (15
minutes compared to 2 hours in previous collection) than the
previous method. The total annual costs for this renewal are
adjusted down by $11,000 due to the reduction in number of
responses, and the recently begun use of postage-paid envelopes by
the SER under this renewal. The "agency discretion" removals shown
are due to having removed the current "lumped together" IC moved to
ROCIS by OMB, and the substitution of several ICs in its
place.
