0648-0568 Change Request Justification Statement

NOAA would like to reinstate the Dr. Nancy Foster Scholarship Program as one of the programs covered on the 0648-0568 alumni form (Nancy Foster Scholarship respondents would check next to the scholarship name at the top of the form). The information collections required for this scholarship program are all the standard grant/scholarship forms except for: 1) this alumni form and 2) the student tracker database, completed for this program by NOAA staff. Thus, only the burden for the alumni form would fall under the Paperwork Reduction Act. This burden is estimated to be 12 hours annually: 1 hour per each of 12 respondents. There is no added reporting/recordkeeping cost for this requested change.

Authorized by the National Marine Sanctuaries Amendments Act of 2000 (P.L. 106-513), the Dr. Nancy Foster Scholarship Program recognizes outstanding scholarship by providing financial support to graduate students pursuing masters and doctoral degrees in the areas of marine biology, oceanography and maritime archaeology. When renewing this information collection, discussion of the Dr. Nancy Foster Scholarship information collection and its burden will be integrated, where applicable, into the supporting statement.
