Once the Phase I data collection with 10 percent of the study sample was completed, we modified the CCAMPIS questionnaire in response to the high nonresponse rates (and high burden levels) for items on Pell Grant data, child care subsidies, and off-campus centers. After modifying or deleting the items summarized below, we reordered other questions and sections to improve question flow.
Deletion of Pell Grant Questions.
Persistence and graduation information for Pell Grant recipients’ using child care services (including number who graduated, enrolled, or did not enroll, by year)
Characteristics of Pell Grant students using child care services (including part-/full-time status, sex, ethnicity, race, age, class, and marital and dependency status)
Deleted the question on fees for Pell Grant recipients
We will attempt to obtain those data through either a secondary analysis of financial aid data or a student survey (being designed, but not implemented, in this study).
Modification of Pell Grant Questions. Since children of Pell Grant recipients attending a particular institution are likely to be similar to children of other students attending the same institution, we modified the following questions to ask about the children of all students, rather than of just Pell Grant recipients:
Characteristics of children of students using child care services (including age group, ethnicity, race, special needs, wait listed)
Modification of Subsidies Questions. We modified the following items to ask about only the most recent two years, rather than the last six years:
Years subsidies were offered, eligibility criteria, subsidy amounts, and use of CCAMPIS funds for subsidies
Deletion of Off-Campus Centers Questions.
Characteristics of Pell Grant students using off-campus child care services (including part-/full-time status, sex, ethnicity, race, age, class, and marital and dependency status)
Fees and subsidies at off-campus centers (including fees, provision of subsidies by year, use of CCAMPIS funds for subsidies, eligibility criteria, and subsidy amounts)
The remainder of this appendix lists each item from the Phase I questionnaire and indicates the action taken (kept, modified, or dropped) for the Phase II version.
