These regulations comprise the
existing provisions of the Student Assistance General Provisions
guidance regarding cash management. Information collection under
these regulations relates to cash management requirements and
practices for institutions participating in the Title IV, Higher
Education Act (HEA) programs.

Sections 668.164(c) and
668.165(b)(1)(i) for Electronic Disbursements of Title IV Funds
were modified. The regulations provide authority for an institution
to pay monies to a student through electronic funds transfer, debit
card, stored-value card, ATM card or other device. The changes will
decrease the burden for institutions through the ability to use
expanded electronic processes for paying credit balance funds.
