Trucks equipped with satellite tracking and monitoring should be "excepted" from
the additional requirements of 385.415(c)(1). Routine / shceduled monitoring of
Qualcomm equipped carriers is planned at specific intervals, typically hourly,
or more frequent if the DHS risk level increases. Additonally, these units are
equipped with "panic buttons" to provide notice of an emergency. Many of the
drivers with Qualcomm have an additional measure of security, "remote panic
buttons" are provided to our teams transporting commercial explosives and DOD
munitions. The additonal requirement of a call or Qualcomm message is not
necessary and would not improve security, only add to the burden to the driver
as well as additional burden and cost on carriers.
