Congress directed the National
Telecommunications and Information Administration (NTIA) to create
and implement a program to provide coupons for consumers to
purchase digital-to-analog converter boxes. An effective consumer
education campaign, including the development of a campaign
identity, messages, and consumer materials, is essential to the
Coupon Program. Of particular importance is the development of an
application for consumers that is easy to understand and submit to
NTIA. In an effort to ensure material and messages developed for
the campaign resonate with all target audiences, these items will
be tested with representatives from targeted audiences.
The consumer education
campaign surrounding the Digital-to-Analog Converter Box Coupon
Program includes the development of a campaign identity, messages,
and consumer materials. In an effort to ensure materials and
messages developed for the campaign resonate with all target
audiences, these items must be tested with representatives from
these target audience segments. NTIA has targeted five populations
who, research shows, are on average more reliant on over-the-air
television: (1) economically disadvantaged households; (2) rural
residents; (3) minorities; (4) people with disabilities; and (5)
seniors. There is also a strong desire to ensure consistent
messaging surrounding the Coupon Program with NTIA partners, who
will be critical in helping to educate the public on this program.
Many of these partners are beginning their outreach efforts now.
Most importantly, there are critical dependencies within the NTIA
program as the consumer application needs to be approved so that
critical coupon fulfillment systems testing can begin in order for
NTIA to be "open for business," taking coupon requests from
consumers, on January 1, 2008. Given the activities required to
test the coupon application and other materials, approval of a
survey instrument must happen on or before November 12, 2007. The
information collected from the focus groups must be collected
immediately in order to meet the Coupon Program timetable.
