Under the Railroad Retirement Act and the Railroad Unemployment Insurance Act, employers are required to report service and compensation for each employee to update Railroad Retirement Board records for payments of benefits. The collection obtains service and compensation information,information needed to ensure secure system access from employers who voluntarily opt to use the RRB's Internet-based Employer Reporting System to submit reporting forms and information needed to certify employer reporting transactions.

The estimated overall amount of responses and the burden hours for this collection has increased significantly (+5,181 responses and +5,630 hours)for a variety of reasons. In an effort to streamline the Employer Reporting process, items of information that will eliminate one RRB information collection and significantly reduce two others have been added to Forms BA-3 and BA-4. Form G-440 has been added to the collection as a universal certification form and monitoring by RRB staff indicated a significant increase in BA-4's being submitted by the proven popular Internet-based RRB Employer Reporting System. More details are provided in the RRB's supporting statement.
