The method of calculation previously used was derived from sales by the General Services Administration (GSA) and were considered inaccurate for the actual number of forms completed. The estimates submitted with this request are based on veterans preference hiring as reported by agencies to OPM on monthly reports to the Civilian Personnel Data File (CPDF). OPM believes this is a better estimate of the burden on the public.
