Each State, the District of Columbia
and Puerto Rico must submit by January 1 of each year either a
written certification, signed by the Governor, stating that the
State is in compliance with the law; or a written certification
stating that the Govenor is opposed to the enactment or
enforcement, and that the State legislature has adopted a
resolution expressing its opposition to 23 U.S.C. Section
159.
On behalf of this Federal agency, I certify that
