Subject: Adding a code 3 to the SSP-MOE Data Report - Section one, data element #10, “Has the Family Received Assistance Under a State (Tribal) TANF program Within the Past Six Months.”
Justification: Under the Deficit Reduction Act of 2005, the official work participation rates are a combined TANF and SSP rate. Iowa is currently the only State that provides some TANF and SSP-MOE assistance to the same families for the same month. To eliminate duplicate counting of these families in the official work participation rate, we are adding a code 3 to the data element #10 of the SSP-MOE Data Report - section one. Code 3 will mean “Yes, for the report month.” We will use the code 3 to eliminate the duplicate cases from the work participation rates.
