This information collection is a
revision to the existing collection for reformulated gasoline (RFG)
and anti-dumping. This proposed collection covers burdens and costs
associated with the gasoline benzene program (also called the
"mobile source air toxics" program). The program includes
averaging, banking, and trading of credits. This program will be
fully implemented in 2011, but there are several information
collection items that apply starting in 2007. These items are
related to registration, establishment of benzene baselines and
early credit generation. There is also some pre-compliance
reporting.
Change in burden is due to
recordkeeping associated with the gasoline benzene program. In
order to permit compliance on average - which gives industry needed
compliance flexibility - registration and reporting activities are
necessary.

1320.8(b)(3).
