This memo summarizes changes reflected in the revised questionnaire for the Child Care Access Means Parents in School (CCAMPIS) study, which is being submitted for OMB clearance to conduct Phase II data collection. The revised questionnaire (Appendix B) incorporates changes made in response to findings from Phase I data collection, which was conducted with 10 percent of the study sample under OMB approval (Action Date: 11/14/2006).


OMB required the Phase I collection to determine the feasibility of obtaining data that institutional respondents found difficult to provide in an earlier pilot test with 9 institutions. Principally these questions concerned Pell grant recipients, their children, and services that were provided through childcare subsidies or off-campus centers rather than through campus-based centers. Items with unacceptably low response rates in Phase I have been deleted or modified in the revised survey. Appendix C presents a detailed list of item-specific changes in the survey. Appendix G contains a memo reporting results of the Phase I data collection.


Please note that, according to Wendy Mansfield, PI for the study, the OMB Desk Officer confirmed in conversation that the 60-day notice has been waived and only a 30-day notice is necessary for Phase II. I have submitted Mansfield’s email from Rachel Potter, confirming this understanding, as a supplementary document under the title “OMB 60-day waiver.”
