This information collection is necessary as an application for funding under the Fulbright-Hays Doctoral Dissertation Research Abroad and Faculty Research Abroad programs. It will be used annually by institutions of higher education to apply for fellowships for their students and faculty. The Fulbright-Hays Doctoral Dissertation Research Abroad program provides grants to colleges and universities to fund individual doctoral students to conduct research in other countries in modern foreign languages and area studies for periods of 6 to 12 months. Competitions are conducted annually. Proposals focusing on Western Europe are not eligible. The Fulbright-Hays Research Abroad program provides grants to colleges and universities to fund individual faculty members to conduct research in other countries in modern foreign languages and area studies for periods of 3 to 12 months. Competitions are conducted annually. Proposals focusing on Western Europe are not eligible. Research overseas means research outside of the United States and its territories.

This increase is due to the increase on DDRA applications in the past three years, and a subsequest increased burden on institutional project directors as a result of this. Since more students are applying, project directors spend more time screening applications and compiling the institutional submissions. It is also important to note that certain features of the e-Application system require project directors to spend more time on the application process. aculty and student references are now required to submit forms and letters online. They have been needing more technical assistance, which takes time.
