The U.S. Government is removing the export licensing requirement for certain thermal imaging cameras to certain destinations. A new biannual reporting requirement will be imposed to allow the USG to verify that the cameras are continuing to be sold to appropriate end-users and that the relaxation in controls is not jeopardizing US national security or foreign policy interests.
This new collection will allow BIS to reduce its overall burden hours. The new collection has an estimated annual burden of 60 hours but will result in an estimated decrease of 1,750 hours annually in approved collection OMB 0694-0088 “Multipurpose Application.” Relaxation of export controls on these cameras will have an immediate positive impact upon U.S. exporters by allowing them to fill orders immediately without the need to wait for export license approval. This rule has been under discussion in the USG for almost 2 years and is being submitted as an emergency request because interagency concurrence on the rule was only received very recently as a result of a BIS proposal to add the new reporting requirement.
