Justification for merging 0648-0555 into 0648-0202

Justification for 0648-0202 change request
This request is to merge 0648-0555, Hagfish Observer and Dealer Permitting
Requirements, into 0648-0202, Northeast Region Permit Family of Forms. As part of this
action, a checkbox for hagfish will be added to the 0202 permit application (see
attached), superseding the currently approved 0555 permit application. If the -0202 form
were not thus modified, dealers purchasing hagfish would need to continue to
complete/renew two permit forms.
