require handlers who transfer almonds to other handlers to report
to the Almond Board of California, whether or not the almonds were
treated to achieve a 4-long reduction in Salmonella
bacteria.

the order's administrative rules and regulations to require
handlers to report to the Board whether or not the almonds
transferred to other handlers were treated under the mandatory
