  1. CIRCUMSTANCES NECESSITATING COLLECTION OF INFORMATION


Under Internal Revenue Code sections 6041 and 6042, all persons engaged in a trade or business and making payments of taxable income must file reports of this income with the IRS. In certain cases, this information must be filed on magnetic media. Forms 4804 is a transmittal form for the magnetic media and it indicates the payer, type of document, and total payee records.

  1. USE OF DATA


Form 4804 is used to balance the output figures from computer processing against the total payee records to ensure that all returns reported were processed. Completed Forms 4804 are checked for signature, and the information contained on the form is also used to correspond with the filer.

  1. USE OF IMPROVED INFORMATION TECHNOLOGY TO REDUCE BURDEN


Form 4804 cannot be filed electronically, since its relatively low volume does not justify the cost electronic enabling.

We have attempted to eliminate duplication within the agency wherever possible.

Periodic meetings are held between IRS personnel and representatives of the American Bar Association, the National Society of Public Accountants, the American Institute of Certified Public Accountants, and other professional groups to discuss tax law and tax forms. During these meetings, there is an opportunity for those attending to make comments regarding Form 4804.


We received no comments during the comment period in response to the Federal Register notice (72 FR 365), dated January 4, 2007.

  1. ESTIMATED TOTAL ANNUAL COST BURDEN TO RESPONDENTS

As suggested by OMB, our Federal Register notice dated January 4, 2007, requested public comments on estimates of cost burden that are not captured in the estimates of burden hours, i.e., estimates of capital or start-up costs and costs of operation, maintenance, and purchase of services to provide information. However, we did not receive any response from taxpayers on this subject. As a result, estimates of the cost burdens are not available at this.


  1. ESTIMATED ANNUALIZED COST TO THE FEDERAL GOVERNMENT


After consultation with various functions within the Service, we have determined that the cost of developing, printing, processing, distribution and overhead for Form 4804 is $37,600.


  1. REASONS FOR CHANGE IN BURDEN


There is no change in the paperwork burden previously approved by OMB. We are making this submission to renew the OMB approval.
