The Direct Broadcast Satellite Service is a type of broadcasting-satellite service (BSS). BSS is defined as as "a radiocommunication service in which signals transmitted or retransmitted by space stations are intended for direct reception by the general public." DIRECTV and DISH Networks are two examples of DBS services. The Commission adopted and released an NPRM in IB Docket No. 06-160, FCC 06-120, Report SPB-196. This NPRM contains four new information collection requirements subject to OMB review and approval. They are: 1) annual reporting requirement on the status of construction and anticipated launch dates; milestone schedules; performance bonds that are posted within 30 days of license grant; and technical showings that the proposed DBS system could operate satisfactorily if all assignments in the BSS and feeder link plans were implemented. (A feeder link is an earth-to-space radiocommunication link that provides the source of the BSS signals retransmitted by the satellites. The BSS and feeder link plans are frequency plans defined by the International Telecommunications Union (ITU) for Region 2 (North, Central, South America and Greenland), which establish specific frequencies and other technical parameters for the operation of the BSS and associated feeder links.
