This ICR calculates the burden and
costs associated with the data requirements necessary for a
permitting authority to determine whether an NPDES, sewage sludge,
or new storm water permittees are in compliance with the conditions
of the permit. It also calcultes the burdenassociated with
certification requirements for twelve point source
categories.
The NPDES Program maintains a
number of base program ICRs that are intended to compile burdens
and costs for completing specific program implementation
activities. The following will be rolled into OMB # 2040-0110: 174
hours from OMB # 2040-0202 / ICR # 1877.03, this specific change is
to transfer hours associated with annual state inspection of pulp
and paper milestone plans. 53,849 hours from OMB # 2040-0207 / ICR
# 1829.03, this specific change is to transfer hours associated
with activities associated with BMP plans for direct discharging
pulp and paper mills and state review/inspection of the plan and
implementation of the plan. 7,245 hours from OMB # 2040-0239 / ICR
# 1944.03, this specific change is to transfer hours associated
with coal remining permittee BMP requirements and state review of
those plans. 444 hours from OMB # 2040-0242 / ICR # 2015.02, this
specific change is to transfer hours associated with direct
discharging pulp and paper mills' voluntary certification. 228
hours from OMB # 2040-0243 / ICR # 1878.02, this specific change is
to transfer hours associated with permittee recordkeeping
requirements for direct discharging pulp and paper mills minimum
monitoring requirements.
