Board surveys all non-waybill
reporting railroads terminating traffic in the U.S. to determine
whether they meet the reporting requirements for inclusion in the
Annual Carload Waybill Survey. Our rules at 49 CFR 1244.2(f)
require Railroads not otherwise submitting waybill information to
report annually the number of carloads terminated, by State, for
the last calendar year. In addition, we seek revenue information
(on a voluntary basis) for the last three years. This helps the
agency determine whether respondents are subject to other statutory
or regulatory requirements.
The decrease in burden is an
adjustment that reflects a decrease in the estimated annual number
of respondents from 600 to 120.
