This collection of information is
necessary to administer Tariff Rate Quotas (TRQ) for domestic
manufacturers who cut and sew mens and boys cotton shirts in the
United States from imported woven fabrics of cotton containing 85
percent or more by weight of cotton.
The Department must
collect certain information in order to fairly allocate the TRQ to
eligible persons. Failure to make public the information
requirements before the end of March, would cause the Department to
delay allocation of the TRQ, until well beyond the effective date
of January 1, 2007. Recipients of a TRQ allocation require
sufficient time to order cotton woven fabric eligible for the TRQ
from abroad, and for such merchandise to be shipped and cleared
through U.S. Customs before the end of 2007, if they are to benefit
from the statute as intended by Congress
