Rule 11Ac-1 requires national
securities exchanges and registered national securities
associations to establish and maintain procedures for collecting
from their members bids, offers and quotation sizes for any subject
security and for making such information available to quotation
vendors. It also requires each exchange specialist and OTC market
maker to promptly communicate such information to its exchange,
including any priced orders it places in an electronic
communications network that would improve its published bid or
offer, if that exchange specialist or OTC market maker is
responsible for more than 1%
