SUPPORTING STATEMENT FOR THE ANNUAL COMPETITIVENESS REPORT SURVEY OF EXPORTERS AND BANKERS

The Export-Import Bank of the United States (Ex-Im Bank) requests OMB’s approval of the Annual Competitiveness Report Survey of Exporters and Bankers (hereinafter “Survey”). The Survey will provide Ex-Im Bank with information from private sector users that is necessary to evaluate the competitiveness of Ex-Im Bank’s export programs vis-à-vis those offered by the export credit agencies (ECAs) of other major industrialized countriesBank is requesting a three-year extension of the Survey.



B. Collections of Information Employing Statistical Methods


  1. The total number of users of Ex-Im Bank’s medium-and long-term programs will determine the number of potential Survey respondents. Annually, there are approximately 200 unique applicants of medium- and long-term programs. In 2003, the Survey was adapted to be answered online so that it would be easier to complete and submit.


  1. Because of the relatively low population size of applicants for Ex-Im Bank’s medium-and long-term programs, the survey will be administered to the entire population of potential respondents, rather than from a sample of the population.


  1. Ex-Im Bank will contact potential Survey respondents by email and by phone, if necessary, to encourage participation in the Survey.


  1. Other than testing of the online Survey by Ex-Im Bank staff to ensure that the Survey works properly, no other testing will be done on the Survey.
