Development Research Program
This memo is to inform you of plans to collect data from additional schools in the 7 grant sites of the Social and Character Development (SACD) Research Program. The addition of those schools to the multisite evaluation conducted by Mathematica Policy Research, Inc. (MPR) will increase statistical power to detect meaningful program impacts. Clearance for the evaluation has been obtained under OMB No. 1850-0792, which expires May 31, 2007.
In the original submission, approval for evaluation activities in 72 schools was obtained. MPR conducted multisite evaluation activities in those schools during the 2004-2005 school year. Since the beginning of the research program, some of the SACD Research Program grantees have recruited additional schools to increase statistical power. At present time, 100 schools have been recruited by the grantees. Thus, we now seek approval to include all 100 schools in the multisite evaluation conducted by MPR. Two cohorts of students in the 100 schools would now be assessed during the 2005-2006 and 2006-2007 school years, as indicated below.

An OMB83-C form has been completed, and a supporting spreadsheet has been provided to illustrate the calculation of annual burden hours. Note that although additional schools would be added to the evaluation, the increase in the number of burden hours would be quite small in comparison (an increase of only 293 burden hours). This small change is due to two factors. First, questions from three teacher surveys in the original protocol (the Teacher Background Survey, Other School Staff Survey, and SACD-Activities Teacher Survey) have been combined into one survey (the Teacher Report on Classroom and School), and this survey would be provided to all 3rd, 4th, and 5th grade teachers in the study schools. Second, the number of teachers per school, the number of classrooms per school, and the number of students per school are smaller in our study schools than we had originally estimated.
