Delivery Ticket

The collection of information requires warehouse proprietors, carriers, cartmen, Foreign Trade Zone operators and others to prepare CBP Form 6043 (Delivery Ticket), or other similar document or its electronic equivalent as authorized by the Bureau of Customs and Border Protection (CBP), to cover the receipt of the merchandise and its transport from the custody of the arriving carrier (or from any party to whom custody of the merchandise was transferred by the carrier under a Customs-authorized permit to transfer or in-bond entry). The transferring parties and the bonded carrier are required to jointly determine the quantity and condition of the goods or articles so delivered to the warehouse. Any discrepancy between the quantity and condition of the goods and that reported on CBP Form 6043, or other similar document or its electronic equivalent as authorized by CBP, will be reported to the port director within two working days of the agreement. These collections are required by Title 19 Part 125.
2. The information is to be used by CBP officers to ensure compliance with existing regulations and is in response to a recent increase in the amount of unentered merchandise being moved into general order facilities. This increase has resulted from changes in the law, and it has prompted the importing community to request that CBP put in place uniform, national procedures for approving and operating warehouses receiving general order merchandise.
The information on the Delivery Ticket, Form 6043 can currently be transmitted electronically through the Automated Manifest System (AMS). However, this will be replaced by the Automated Commercial Environment (ACE). The automation of the Form 6043 is scheduled for 2011.
4. Since each notice is unique, this information is not duplicated elsewhere.
5. No additional consideration has been given to small businesses or entities.
6. Failure to collect this information would have the following consequences of not allowing CBP put in place uniform, national procedures for approving and operating warehouses receiving and controlling general order merchandise.
7. This information collection is conducted in a manner consistent with the guidelines in 5 CFR 1320.5(c)(2).
Public comments were solicited through two Federal Register notices dated September 18, 2006 and November 24, 2006. As of this submission, no comments have been received.

Estimated Annualized Burden on the Public - The estimated burden for this information collection is 66,000 hours, based on an estimated 1000 respondents filing an estimated 200 responses each year for a total of 200,000 annual responses. Each response requires an estimated .33 hours (20 minutes) to complete.
Estimated Annualized Cost to the Public. The estimated cost to the respondents is $825,000.00, based on 66,000 burden hours at an average rate of $12.50 per hour.
13. Estimated Record Keeping Burden on the Public. There is no record keeping burden associated with this collection.
Estimated Capitalization Cost Burden on the Public. There are no capitalization cost associated with this information collection.

Estimated Cost to the Federal Government - The estimated annual cost to the Federal Government in handling, processing and recording the information collected with regard to this collection is $717,750.00, based on Field Inspectors expending approximately 10 minutes per filing to review each submission, at an average rate of $30.00 per hour.
