MMS uses the information to determine
if the applicant filing for a lease in the Outer Continental Shelf
(OCS) is qualified to hold such a lease, to verify qualification of
bidders and eligibility of joint bidders, and to verify lessees
have adequate bonding coverage. Respondents are Federal OCS sulphur
or oil and gas lessees and bidders on OCS lease sales.
The adjustment decrease in
burden hours is a result of re-estimating the number of annual
responses and burden hours based on consultations with respondents.
The adjustment increase in non-hour cost burdens is a result of the
increase in the number of annual responses associated with
fees.
