time 3060-0463 is only seeking comment on how best to achieve the
proposed information collection requirements in the 2006 Cost
Recovery FNPRM, the increase in burden for 3060-0463 and the range
of information collection options available require a reassessment
after the close of the comment period. Therefore, the FCC should
report back to OMB by 12/2008, with a full assessment of the
information collection requirements in 3060-0463, including any
comments pertaining to the information collection
requirements.

The FCC released the "2006 Cost
Recovery Further Notice of Proposed Rulemaking" on July 20, 2006,
which proposed: Hamilton's proposed "MARS" plan and alternative
cost recovery methodologies for traditional TRS, STS, and Internet
Protocol (IP) Relay; appropriate cost recovery methodology for VRS,
and basis of "reasonable" costs of providing all forms of TRS that
should be compensable under present cost recovery methodology,
i.e., marketing and outreach expenses, overhead costs, and
executive compensation.
As a result of release of 2006
Cost Recovery FNPRM, FCC is proposing to add new information
collection requirements to the existing information collection
requirements contained in the 2001 MO&O and FNPRM.
