SUPPORTING STATEMENT
CIRCUMSTANCES NECESSITATING COLLECTION OF INFORMATION
This information collection is needed to ascertain the various methods and the extent to which nonprofit hospitals meet the community benefit requirement for tax-exempt status under 26 USC 501(c)(3) and how such hospitals set compensation of their officers, directors, trustees and key employees.
USE OF DATA
The data collected through this Questionnaire will be utilized by the Tax Exempt and Government Entities division of the Internal Revenue Service (Service, or ‘the agency’) to learn about the contemporary operation of tax exempt hospitals and determine where additional guidance or enforcement activity, if any, is warranted on the part of the Service.
USE OF IMPROVED INFORMATION TECHNOLOGY TO REDUCE BURDEN
IRS Publications, Regulations, Notices and Letter are to be electronically enabled on an as practicable basis in accordance with the IRS Reform and Restructuring Act of 1998.

ESTIMATED BURDEN OF INFORMATION COLLECTION
It is estimated that compilation of the information requested by this Questionnaire and the subsequent completion of the Questionnaire will require an average of 12 hours per respondent. This results in a total burden of 6,540 hours. The Questionnaire requests information that should be maintained by and readily available to each respondent, although (particularly with respect to organizationally larger respondents) the information may not be maintained in a single, centralized office and may instead need to be compiled from different divisions or departments within the respondent’s organization.
Estimates of the annualized cost to respondents for the hour burdens shown are not available at this time.
ESTIMATED TOTAL ANNUAL COST BURDEN TO RESPONDENTS
As suggested by OMB, our Federal Register notice (71 FR 44774), dated August 7, 2006, requested public comments on estimates of cost burden that are not captured in the estimates of burden hours, i.e., estimates of capital or start-up costs and costs of operation, maintenance and purchase of services to provide information. However, we did not receive any response from taxpayers on this subject. As a result, estimates of the cost burdens are not available at this time.
