Bob, OMB would like clarification about what is actually changing in this revision request. Please respond
to the following questions/comments by COB Tuesday.
1) are all the ICs (e.g. the survey instruments) unchanged?
Response: Yes
2) Is it just the burden hours that are changing?
Response: Yes

If there is more than burden that is changing, please send me a copy of all the ICs and supporting
documents with the changes redlined or highlighted.
If it is just the burden hours that are changing, please clarify the following:
•

If states are reviewed once every 3 years, doesn’t that mean there would be about 17 states
reviewed in any given year? (50/3=16.67)
o Why are the number of respondents 13 for “child and family services review?”
Response: The scheduling of the child and family services reviews is based on whether or not a
State is in substantial compliance with the latest review. If a state is not and must do a Program
Improvement Plan (PIP), then another review is scheduled 2 years after completion of the PIP. If a state
is in compliance and is not required to do a PIP, the next review is in 5 years.
o Who are the 7 respondents for “title IV-# foster care eligibility review”? Why only 7
respondents if 1/3 of all states will be reviewed each year (shouldn’t it be 17)?
Response: One third of the states undergo a title IV-E foster care eligibility review each year. Of that
group of states being reviewed, 7 states (or about 1/3 of the states being reviewed) need to develop
and implement a Program Improvement Plan (PIP).
• Even if the number of states reviewed each year has gone up from 11 to 13 for “child and family
services review,” that wouldn’t explain why 10 new responses are being added to this ICR (13-11
= 2; 2*3=6)
Response: Our previously approved numbers were based on estimates at that point in time. In
addition to the increase in the number of child and family services reviews, the number of states

having to do program improvement plans for the foster care eligibility review has increased. Our
experience over the past three years allows for a more accurate annual burden estimate.
