RE: Federal Register notice of August 31, 2005, for Survey of State Research and Development
Dear Ms. Hynek:
The Bureau of Economic Analysis (BEA) strongly supports the collection of data by the Census Bureau in the proposed Survey of State Research and Development. The data collected in this survey could prove to be crucial to key components of BEA’s economic statistics.
BEA believes the data in this survey could be used for estimating the state component of government research and development. Currently, there are no such data for this purpose. To estimate capitalized research and development, BEA needs to separate operating expenses data from expenditures for equipment.
In addition to state and national implications, the new data may also prove useful in the substate accounts currently in development. For this, BEA needs to identify the location of the research below the state level.
