(Note: This letter contains instructions for governors on selecting a state coordinator for this survey. We are in the process of acquiring endorsement letters from two governors to accompany this instructional letter. Upon receiving a state coordinator name from a state, Census Bureau staff will contact the state coordinator with more detailed instructions on how to proceed with the survey.)

Innovation and scientific advancement are crucial to the growth of our Nation’s economy. Both the public and private sectors in the United States contribute billions of dollars annually to support research and development (R&D) in fields such as engineering, health, the environment, transportation, and agriculture. As part of its mission, the National Science Foundation (NSF) is charged with collecting and reporting statistics about R&D in the U.S. NSF and the US Census Bureau are now collaborating on an effort to collect data on R&D expenditures within your state’s departments and agencies.
As coordinator for this survey, I am asking for your assistance in helping us collect this information. Governor XXXXXX from XXXX and Governor YYYYYY from YYYYY lend their support for this survey and ask that you join them in this effort. Please take the time to read the attached letters from Governors XXXXX and YYYYY.
To facilitate the data collection of R&D expenditure activity, I am requesting that you provide the name of a central coordinator in your state to assist us. This person will provide names and contact information for departments and agencies in STATE that conduct or fund R&D. Data will then be collected from each agency via a Web survey form.
Based on pre-testing interviews and the Census Bureau’s experience with other state government surveys, we recommend FIRSTNAME, LASTNAME in the DEPARTMENT as your state’s central coordinator.
