Q. 8 on HUD
40118 does not conform to OMB Standards for the Classification of
Federal Data on Race and Ethnicity
(http://www.whitehouse.gov/omb/fedreg/1997standards.html). OMB's
approval would be contingent on HUD revising Q.8 to comply with the
OMB standard. In its next submission of this information
collection, the agency is also instructed to provide the Line of
Business and Subfunction under the Federal Enterprise Architecture
Business Reference Module for each IC.

The Annual Progress Report (APR)
tracks competitive homeless assistance program progress and is used
to provide grant recipients and HUD with information necessary to
assess program and grantee performance.
The number of burden hours for
this information has decreased because the instructions have been
more clearly defined; all grantees are not required to answer some
of the questions. While the number of grantees has increased, over
60 percent of the grantees are renewals and do not require as much
time to complete. This ICR has been divided into two ICs as the
affected public is Not-for profit institutions and State, Local or
Tribal Government.
