The Pipeline and Hazardous Materials
Safety Administration (PHMSA) is proposing to conduct a one time
survey of rural onshore low-stress pipelines. The Pipeline
Inspection Protection Enforcement and Safety (PIPES Act) Act of
2006 requires PHMSA to extend regulations to these lines. The
survey results will assist regulators to make more informed
decisions regarding LSP

PHMSA is proposing to extend
the safety rules for the transportation of hazardous liquids by
pipeline to rural onshore low-stress pipelines within 1/2 mile of
unusually sensitive areas. 49 Part 195 requires the following
reporting and record keeping actions: annual reports, accident
reports, safety-related condition reports, digital mapping, create
public awareness programs, and all the record keeping duties
associated with a procedural manual. According to the Regulatory
Flexibility Analysis for the proposed rule, 35 major pipeline
operators with gathering lines would be impacted by the proposed
rule. Furthermore, according to the same analysis, between 30 and
40 major pipeline operators with low stress pipelines would be
impacted by the proposed rule. Thus, between 35 and 75 major
pipeline operators would be impacted by the proposed rule. Because
of the nature of the pipeline impacted by the proposed rule, no
small pipeline operators are expected to be impacted. For the
purposes of this analysis, PHMSA assumes that 35 operators would be
impacted by the proposed rule. This survey would capture
information on low stress pipelines not covered by this proposed
rule, those not in proximity to unusually sensitive areas. PHMSA
will use the information gained from the survey to inform
subsequent regulatory actions.
