and Budget: OMB Control Numbers 1625-0066 and 1625-0069


AGENCY: Coast Guard, DHS.


ACTION: Request for comments.

SUMMARY: In compliance with the Paperwork Reduction Act of 1995, the

U.S. Coast Guard intends to submit an Information Collection Request

(ICR) to the Office of Management and Budget (OMB) to request their

approval of a revision of the following collections of information: (1)

1625-0066, Vessel and Facility Response Plans (Domestic and Int'l), and

Additional Response Requirements for Prince William Sound, Alaska; and

(2) 1625-0069, Ballast Water Management for Vessels with Ballast Tanks

Entering U.S. Waters. Before submitting the ICRs to OMB, the Coast

Guard is inviting comments on them as described below.


DATES: Comments must reach the Coast Guard on or before July 31, 2006.

Information Collection Request


1. Title: Vessel and Facility Response Plans (Domestic and Int'l),

and Additional Response Requirements for Prince William Sound, Alaska.

OMB Control Number: 1625-0066.

Summary: The Oil Pollution Act of 1990 (OPA 90), 33 U.S.C. 2701 to

2761, required the development of Vessel and Facility Response Plans to

minimize the impact of oil spills. OPA 90 also required additional

response requirements for Prince William Sound. Shipboard Oil Pollution

Emergency

Plans are required of other vessels to minimize impacts of oil spills.

Need: This information is needed to ensure that vessels and

facilities are prepared to respond in the event of an oil spill

incident. The information will be reviewed by the Coast Guard to assess

the effectiveness of the response plan.

Respondents: Owners and operators of vessels and facilities.

Frequency: On occasion.

Burden Estimate: The estimated burden has increased from 137,199

hours to 220,559 hours a year.

2. Title: Ballast Water Management for Vessels with Ballast Tanks

Entering U.S. Waters.

OMB Control Number: 1625-0069.

Summary: The information is needed to carry out the reporting

requirements of 16 U.S.C. 4711 regarding the management of ballast

water, to prevent the introduction and spread of aquatic nuisance

species into U.S. waters.

Need: The information is needed to ensure compliance with the

requirements in 33 CFR part 151, subparts C and D. The information will

also be used for research and periodic reporting to Congress.

Respondents: Owners and operators of certain vessels.

Frequency: On occasion.

Burden Estimate: The estimated burden has decreased from 106,193

hours to 60,769 hours a year.
